US collection work for BPO companies in the Philippines

In short: US collection calls happen overnight in Manila. For consumers on US Eastern time, that is 8 p.m. to 9 a.m. Manila time during US daylight time, and 9 p.m. to 10 a.m. after the US clocks go back on November 1, 2026.

Already run night shifts for US clients? Let US agencies hear your team on Hear the Agent before they ask to meet you.

US calling hours in Manila time

US rules presume that calls before 8 a.m. or after 9 p.m. at the consumer's own location are inconvenient (CFPB, 12 CFR 1006.6(b)(1)(i), regulation text, checked Oct 29, 2026).

The window moves with the consumer's time zone. A team that covers the whole country works a longer night than one that covers only the East Coast.

Manila stays on UTC+8 all year, with no daylight saving (timeanddate.com, checked Oct 29, 2026). New York moves from UTC−4 to UTC−5 on November 1, 2026 (timeanddate.com, checked Oct 29, 2026).

What this means for your rota

Where Philippine IT-BPM work is based

The Digital Cities 2025 program by the DICT, IBPAP and Leechiu Property Consultants named these places (GMA News, June 2020).

Established Centers of Excellence

Next-wave cities

Baguio, Cagayan de Oro, Dasmariñas, Dumaguete, Lipa, Naga and Sta. Rosa. The program also picked 25 more cities to develop (GMA News, June 2020).

Does your city matter?

Agencies don't choose by city on Hear the Agent. They listen to your agents.

Your site can still come up in their questions: power backup, transport for night shifts and data security. Be ready to describe it.

Industry size

The same overview lists billing and collections, and collections and denial management, among its healthcare services.

Do healthcare accounts receivable work? Say so in your application. Some agencies collect medical debt.

English, measured neutrally

The EF English Proficiency Index 2025 places the Philippines 28th, with a score of 569. The global average is 488. Its listening score is 567 and speaking 539 (EF EPI, 2025 edition).

The index tests adult volunteers. It says nothing about any one company's team.

Agencies judge your agents only from their recordings, so the five short pieces matter more than a national ranking. There is no accent target and no score.
